The City’s current permit starting points
The City’s Permitting / Applications page links the current Citizen Self-Service portal and submittal guides. It lists 2021 ICC codes and the 2020 electrical code with local amendments, checked September 6, 2026.
- Use current guidance
The City warns that forms referencing other code editions are outdated. Follow the current portal and confirm the appropriate roofing or remodel scope.
- Identify the project clearly
Covering-only work, decking repairs, structural changes and changes to openings are not identical descriptions. The actual scope is what the permit question needs to address.
- Set responsibilities in the project
Confirm who handles any required application, fees and inspection scheduling before work begins. An estimate should not leave those responsibilities ambiguous.
Historic review is a separate question
The historic property guide explains the City’s distinction between National Register districts and local overlays. The Downtown and Oldham Avenue overlays are local design-control tools.
Confirm the property’s mapped status and any review needed for the proposed material, profile or visible details. A National Register district name alone is not proof that the local overlay rules apply.

Is a historical designation the same as a roof material ban?
No. The type of designation, mapped property and proposed work matter. The City’s Historic Preservation staff and current resources are the appropriate starting point for the actual requirement.
